Hazardous materials or dangerous goods are defined as any substance that could adversely affect the safety of the public, handlers, or carriers during transportation. Mailing or shipping dangerous goods or carrying a dangerous item during travel requires certification by the Department of Transportation for ground shipments or International Air Transport Association for air shipments.  A certified shipper can be used to complete the shipment.

Environmental Health and Safety holds a contract for dangerous goods shipment management, and a third-party contractor is managing shipments. There is a cost for supplies and time for the contractor to prepare the shipment.
