Baker earned his law degree from the University of Tennessee, Knoxville, in 1949. The university awarded its first honorary doctorate to the great statesman in spring 2005.

The Howard H. Baker Jr. Center for Public Policy was founded in 2003 on the UT campus as a nonpartisan institute devoted to education and research concerning public policy and civic engagement.
