KNOXVILLE –- Ambassador Thomas Graham Jr., an expert in international arms control, will be the featured speaker at a Jan. 9 luncheon sponsored by the University of Tennessee’s Howard H. Baker Jr. Center for Public Policy.
Ambassador Thomas Graham Jr. Graham’s luncheon talk will be “The Future of the Nuclear Proliferation Treaty Regime.”
The Nonproliferation Treaty is a landmark international treaty meant to prevent the spread of nuclear weapons and weapons technology, to promote cooperation in the peaceful uses of nuclear energy and to further nuclear disarmament. Graham will address the importance of and the future of the Nonproliferation Treaty, as well as the threat nuclear weapons pose to the United States and world security.
Graham, who gained the “ambassador” title by serving as Special Representative of the President for Arms Control, Nonproliferation and Disarmament from 1994-1997, was involved in the negotiation of every major international arms control and nonproliferation agreement for the past 35 years. This includes the Strategic Arms Limitations Talks (SALT Treaties), the Strategic Arms Reduction Talks (START Treaties), the Anti-Ballistic Missile (ABM) Treaty, Intermediate Nuclear Forces (INF) Treaty, Nuclear Nonproliferation Treaty (NPT), Conventional Armed Forces in Europe (CFE) Treaty, and Comprehensive Test Ban Treaty (CTBT).
Graham is now chairman of the board of the Cypress Fund for Peace and Security, a charitable foundation that provides long-term, reliable support to selected arms control, nonproliferation, and conflict resolution nongovernmental organizations.
The luncheon will be held at the University of Tennessee Visitors Center, the former University Club, on Neyland Drive. It begins at 12:30 p.m. Cost is $15, and reservations are required by Jan. 3.
